Rockland board approves engineering contract, benefits resolution and recycling ordinance; tables life insurance

At its March 10, 2026 meeting the Village of Rockland board approved several administrative and policy items, including a 2026 General Engineering Contract, an employee benefits resolution and a new recycling ordinance.
Trustee Linda Young moved and Trustee Seth Hemmersbach seconded approval of the General Engineering Contract with MSA for 2026; the motion carried. Trustee Penny Stock moved and Trustee Bob Rueckheim seconded a resolution adopting the ERISA Core SPD and an IRC Section 125 premium-only plan for employee health insurance; the board approved the resolution. Trustee Bob Rueckheim moved and Trustee Penny Stock seconded approval of the village recycling ordinance and compliance plan; that motion also carried.
The board approved payment of ACHs and checks #13832–13847 in the amount of $49,645.06, which the minutes say includes the invoice from resident Scott Everson seeking repairs to a storage shed. The minutes record the voucher motion as carried but do not list individual vote tallies.
Trustee Penny Stock moved and Trustee Seth Hemmersbach seconded a motion to table approval of a life insurance option until the next meeting to obtain additional quotes; that motion carried. The minutes record that Harter’s has increased its rates but, because the village contract runs until 2028, no increase will be passed on to residents at this time.
The board also approved Clerk/Treasurer Melody Brueggeman and Deputy Clerk/Treasurer Cheryl Brumbly attending the League of Municipalities Spring Conference May 7–8 in Wisconsin Dells; the office will be closed on May 7.
Minutes do not provide individual vote counts for the motions recorded; each motion is noted in the minutes as “motion carried.” The board did not adopt a timetable for implementing the recycling ordinance within the text of the minutes.
