Peter Meidal of Ehlers outlined funding options and next steps for the Village of Rockland’s planned wastewater treatment plant (WWTP) during the board’s March 10, 2026 meeting.
Meidal described interim financing, a recommended sewer rate study and potential Clean Water Fund assistance, and summarized Ehlers’ role in advising the village on those elements. The presentation preceded the village’s later discussion about contacting banks to gauge interest in interim funding without direct Ehlers-assisted applications.
The board took a related administrative step the same night by approving a 2026 General Engineering Contract with MSA; Trustee Linda Young moved approval and Trustee Seth Hemmersbach seconded, and the motion carried. The minutes show MSA previously visited the WWTP to photograph the site to support design work.
At the Water & Sewer Utility meeting that followed, Deputy Clerk/Treasurer Cheryl Brumbly was recorded as the official who will reach out to banks for rate information. The utility minutes also say the village will contact municipal advisors to set up meetings as it pursues project financing.
The minutes do not record detailed cost estimates, a formal financing commitment from any lender, or a final timeline for borrowing. The village appears to be in the preparatory phase: gathering engineering input, assessing funding programs and soliciting lender and advisor interest before returning to the board for formal funding decisions.
Next steps recorded in the minutes: village staff will contact banks to determine whether lenders are comfortable with an interim funding application filed without Ehlers’ direct assistance and will reach out to municipal advisors to schedule meetings. No vote on a specific financing instrument was recorded during these sessions.
