Four Oaks accepts regional MOU, awards water/sewer contract and approves payables

The Town of Four Oaks Board of Commissioners on Sept. 16 accepted an interlocal memorandum of understanding and took several administrative actions including awarding a contract and approving the town's August payables.
Mayor Vic Medlin said Benson is joining a regional alliance with Four Oaks and Dunn; Commissioner Tony Capps moved to accept the memorandum of understanding and Commissioner Carles Surles seconded. The board voted unanimously to accept the MOU.
The board then considered a bid for construction and observation services for the water and sewer project in the business park. Per town staff, Witherell submitted the successful bid; Commissioner Tony Capps moved to award the contract subject to negotiation and final board review, Commissioner Michael Bradley seconded, and the board approved the motion.
Finance Officer Hollie Blackwell highlighted the financial report and presented the August payables. Commissioner Carles Surles moved to approve the listed payables; Commissioner Michael Bradley seconded and the board voted unanimously to approve.
Among departmental updates discussed in the meeting, Police Chief Stephen Anderson said the department has two officer vacancies and asked that the town standardize street parking through a drafted ordinance; Attorney Alan “Chip” Hewett will prepare the draft for consideration at a special called meeting. Commissioner Kim Robertson reported ongoing façade grant outreach for downtown businesses and announced the Oak'tober festival for Oct. 12 from 9 a.m. to 1 p.m. on Main Street.
The board handled the items during the regular meeting and adjourned at 7:40 p.m.
