Four Oaks board adopts salary bands to help fill six police vacancies

FOUR OAKS, N.C. — The Four Oaks Board of Commissioners approved new salary bands for the town police department at a special meeting on Aug. 12, 2024, aiming to address a shortfall of six vacant positions.
Mayor Vic Medlin called the meeting to order at 6:30 p.m. and Commissioners voted unanimously to adopt the ranges after discussion and a proposal from Police Chief Stephen Anderson. The board approved recommended bands as follows: police chief $70,000–$75,000; lieutenant $65,000–$70,000; sergeant and detective $55,000–$65,000; and officers (including the school resource officer) $50,000–$60,000. Commissioner Mike Hines made the motion to approve the salaries as proposed by Commissioner Tony Capps; Commissioner Carles Surles seconded and the vote was unanimous.
Chief Anderson presented a comparison chart and a salary proposal intended to align Four Oaks with neighboring towns and make the department more competitive in recruiting. Commissioners discussed recruitment strategies: Commissioner Michael Bradley recommended broader online advertising, including job-posting sites such as Indeed, and Commissioner Tony Capps urged establishing salary bands to allow flexibility in starting offers.
After the vote on salaries, the board moved into a closed session under North Carolina General Statute 143-318.11(3) for a personnel discussion. The board reported that no actions were taken in closed session when it reconvened. With no further business, the board adjourned at 7:50 p.m.
