The Russellville finance committee voted Oct. 16 to forward four agenda items to the full City Council, approved a reimbursement and an appropriation to cover the quarter’s 9-1-1 expense, and set two evening budget work sessions.
Chairman Keller said the committee would meet for budget work sessions on Oct. 29 and Nov. 5 at 5:30 p.m. downstairs, and he moved the schedule forward during the meeting. “So just to confirm, we will be meeting Oct. 29 and Nov. 5 at 5:30 p.m. downstairs for budget meetings,” Chairman Keller said.
The mayor said finance staff would provide materials in advance. “Miss Baker, you can get preliminary packages to them prior to the meeting,” the mayor said, and the committee agreed the packets should arrive before the sessions.
Votes at a glance: the committee forwarded four items to the full council with recommendations of approval. Item 1 was a $15,000 reimbursement request for third-quarter expenses for Main Street Russellville; the committee voted by voice to forward the item. Item 3 was an appropriation of $154,749.29 from the general fund carryover to cover fourth-quarter county 9-1-1 expenses; the mayor described the payment as the city’s quarterly fair-share for county 9-1-1 service. Item 4 was a corrective line-item transfer required to move a geosurface/turf field appropriation from general fund O1 to Fund 27, the one-cent sales-tax capital fund, in accordance with Ordinance 1783. Each of these items was moved, seconded on the record, and forwarded by voice vote; the transcript records voice votes but no roll-call tallies.
On scheduling, council members discussed several possible dates and noted conflicts. The mayor said he had a public meeting related to Hilltop sidewalk projects on Nov. 4, which influenced choosing Nov. 5 as one of the work-session dates. The committee asked staff to distribute preliminary budget packets ahead of the sessions so members could review materials in advance.
Chairman Keller closed the finance meeting after forwarding the agenda items; the committee adjourned and planned to reconvene at 6:00 p.m. for the full council meeting.
“That was painless,” the mayor added as the meeting ended.
