The board approved an EMA agreement with DNC Communications to install a patch panel in the county emergency communications center to improve interoperability and an addendum with Tri‑County Tower for tornado‑siren infrastructure repairs. The county engineer presented agreements for fleet parts and a $39,400 traffic‑detector replacement project at Shields Road and West Boulevard; those and other contracts were described as paid from non‑general funds.
On resolutions, the board approved a $25,000 agreement with Catholic Charities to support Voice of Hope, a shelter for women and children, with Catholic Charities reporting it had sheltered nearly 60 families in the past 18 months and noting that a substantial share had substance‑use or mental‑health needs. The board also approved moral‑obligation payments for repair work at several county facilities (Adam and Eve Sewer and Drain Services, Alcon Mechanical, Boke and Sons, Grasshopper Tree Service) and approved a resolution requesting authorization to proceed with eminent domain to acquire easements for sanitary sewer extension improvement number 537 on North Turner Road.
Procedural items: commissioners approved previous meeting minutes and voted to change the location of a July 16 meeting to the Tyler History Center at 325 West Federal Street in Youngstown at 10 a.m.
