County Attorney Gregory Schnarr presented the resolution, which defines categories of 'covered persons' (including judges, law‑enforcement officers, certain public officials, Department of Child Services employees, and others), assigns the duty to prevent disclosure of covered persons' home addresses to the Auditor's office, and outlines both bulk and individual redaction processes. The Auditor's office will verify applications and may contact cooperating agencies to confirm eligibility. Applicants may appeal a denial to the Board of Commissioners.
The resolution prescribes a $25 fee per parcel for initial and additional requests, with victims of domestic violence excluded from fees. Once a parcel is marked confidential in the county's GIS or third‑party web maps, results will display "Information withheld in accordance with I.C. 36‑1‑8.5" and will not be returned in search results. The policy clarifies that excluded information is confidential under IC 5‑14‑3‑4(a) and that reinstatement of public access can occur only at the request of the original covered person.
The policy will take effect July 1, 2026. Commissioners said they reserve the right to amend the policy in the future and that fees collected will be deposited to the County General Fund.
