At its Feb. 26 meeting the Fenton Board of Aldermen enacted a package of ordinances and agreements covering zoning, parks, municipal contracts and funding items.
Key votes at a glance
- Bill 26-05 (Special Use Permit for a tobacco shop at 794 Gravois Bluffs Blvd.): Enacted as Ordinance No. 4616. Sponsor: Harrell. Motion by Ald. Harrell, seconded by Alderwoman Jokerst. Roll-call: unanimous among present members; Alderman Rogers absent.
- Bill 26-06 (Rezoning certain parcels to "NU" Non-Urban District to conform with the comprehensive development plan): Enacted as Ordinance No. 4617. Sponsor: Harrell. Passed unanimously by those voting; Rogers absent.
- Bill 26-07 and Bill 26-08 (City-contractor agreements for park roofing/guttering and exterior painting/staining services): Enacted as Ordinance Nos. 4618 and 4619. Sponsor: Huels. Both passed on roll calls with all voting members present voting yes; Rogers absent. During the painting contract discussion, the mayor noted that O. Voorhees Painting Co. has a long presence in the city and that Bill Voorhees serves on Planning & Zoning; the city attorney reminded the Board that bids that failed to follow submission instructions could be disqualified.
- Bill 26-09 (Exempting the City from Section 311.2026 RSMo. relating to liquor licensees): Enacted as Ordinance No. 4620. Sponsor: Wisbrock. Passed on roll call; Alderwoman Jokerst voted no, others voted yes; Rogers absent.
- Bill 26-12 (Amendment to contract for housing municipal inmates with St. Louis County): Enacted as Ordinance No. 4622; unanimous among voting members.
- Bill 26-13 (City-Contractor Agreement with Mots Excavation, LLC for 2026 Sports Field Leveling): Enacted as Ordinance No. 4623; unanimous among voting members.
- Bill 26-14 (Municipal Stormwater Grant participation agreement with the Metropolitan St. Louis Sewer District): Enacted as Ordinance No. 4624; unanimous among voting members.
- Bill 26-15 (Establishing the 2026 municipal tax rate at $0 for each $100 of valuation): Enacted as Ordinance No. 4625; unanimous among voting members.
Several items were presented as first readings only (for example, Bill 26-10, an amendment related to commercial motor-vehicle enforcement). The Board also entered executive session under RSMo. 610.021(1),(3) and (13) later in the meeting.
Why it matters: The package updates zoning and park maintenance contracts, secures a stormwater grant participation agreement with the Metropolitan St. Louis Sewer District, and leaves the municipal tax rate unchanged at zero cents per $100 valuation for 2026. Most measures passed with routine votes; Bill 26-11 (the Traffic Code replacement) drew the most substantive debate and was covered in a separate action.
The meeting adjourned at 8:40 p.m.
