During the public hearing, Chair Joan Berry‑Morris called for supporters; none spoke. On the calls for opponents, Shane and April Guse' appeared on behalf of David and Kathy Garrett of 602 Churchill Drive and raised concerns about an easement affecting the properties, the potential for changes to parking access, and the possibility of increased traffic if the property is rezoned to allow different residential uses.
In new business, Commissioner Mike Eibel moved and Commissioner Les Hudson seconded a recommendation that the City Council approve the rezoning. The motion carried with all members present voting in favor. The commission’s action is a recommendation to the City Council; final approval rests with the council.
The commission also approved its minutes for the February 3, 2026 meeting earlier in the session. The planning commission is tentatively scheduled to meet again on March 24, 2026, when the council will consider the recommendation.
