Grain Valley aldermen approve HVAC repairs, adopt two ordinances

At its March 24 meeting the Grain Valley Board of Aldermen approved a pair of resolutions and two ordinances authorizing and funding repairs to the Community Center HVAC system and adopting a new disposition rule for seized or abandoned property; all motions passed unanimously by recorded roll calls.
The Grain Valley Board of Aldermen voted unanimously on March 24 to move forward with repairs to the Grain Valley Community Center HVAC system and to adopt two ordinances.
The board approved Resolution No. R25-16, a procedural step establishing the need to amend the 2025 budget to repair failed condenser coils at the community center, and subsequently approved Resolution No. R25-17 authorizing the City Administrator to execute a repair agreement with Emcor Services, the city’s mechanical contractor. City Administrator Ken Murphy explained the resolution initiates the formal budget amendment process and that Emcor will perform work beyond routine maintenance. Parks and Recreation Director Shannon Davies said staff are repairing condenser coils and adding refrigerant rather than replacing the entire HVAC unit due to cost and uncertainty over the building’s future.
On ordinances, the board adopted Bill No. B25-02, adding Article VI, Section 135.200 to govern disposition of seized, unclaimed or abandoned property; the measure became Ordinance No. 2463 after a second reading and a 6-0 roll call. The board also approved Bill No. B25-03, authorizing the City Administrator to allocate funding from Park Fund reserves for the community center HVAC repair; after first and second readings the bill became Ordinance No. 2464 on a 6-0 roll call.
Votes and movers: Resolution R25-16 was moved by Alderman Kyle Sole and seconded by Alderman Rick Knox and recorded as approved 6-0 (Aye: Bray, Cleaver, Knox, Mills, Skinner, Sole). Resolution R25-17 was moved by Alderman Ryan Skinner, seconded by Alderman Tom Cleaver, and approved 6-0. Bill No. B25-02 was moved by Alderman Tom Cleaver, seconded by Alderman Ryan Skinner, and became Ordinance #2463 by a 6-0 roll call. Bill No. B25-03 was moved at second reading by Alderman Rick Knox, seconded by Alderman Tom Cleaver, and became Ordinance #2464 by a 6-0 roll call.
The Board took no other formal actions and adjourned at 6:52 p.m.
