Grain Valley approves 2025 concrete replacement contract, cancels May 26 meeting and recognizes outgoing aldermen

The Grain Valley Board of Aldermen voted April 28 to contract Quality Custom Construction to perform the 2025 Concrete Replacement and Paving Program and handled routine administrative and ceremonial items.
Alderman Rick Knox moved and Alderman Kyle Sole seconded approval of Resolution No. R25-26 authorizing the City Administrator to execute an agreement with Quality Custom Construction for curb, sidewalk, and ADA ramp replacement as part of the 2025 program. Staff said the company submitted the low bid and has performed similar concrete work for the city in past years. The voice vote was 6-0 to approve the resolution.
City Administrator Ken Murphy reported water intrusion into the building official’s office following recent rains and recommended canceling the Board’s May 26 meeting, which falls on Memorial Day; Alderman Ryan Skinner moved and Alderman Kyle Sole seconded the motion to cancel the May 26 meeting, and the board approved the cancellation 6-0.
The board also presented proclamations and plaques recognizing service to outgoing Aldermen Tom Cleaver (Ward I) and Darren Mills (Ward II). City Clerk Jamie Logan administered the oath of office to newly seated and returning aldermen: James Myers (Ward I), Lisa Limberg (Ward II), and Brian Bray (Ward III). A first presentation for a liquor-license application for JKEHP Three LLC doing business as Iron Kettle Taphouse was noted; staff listed outstanding items (Jackson County liquor license needed) and scheduled a second presentation on May 12, 2025.
Next steps: the public works contract will be executed by the City Administrator under R25-26; staff will follow up on building repairs and prepare items for the May 12 meeting.
