Grain Valley board adopts one tow-yard ordinance and advances a second application after public hearing

The Board of Aldermen of the City of Grain Valley on April 28 adopted Ordinance No. 2466 approving a conditional use permit (CUP) for a vehicle tow yard and advanced a separate tow-yard application to a second reading.
At the start of the meeting City Clerk Jamie Logan read Bill No. B25-05 for a second reading. Alderman Ryan Skinner moved to accept the second reading and Alderman Rick Knox seconded; a roll-call vote recorded ayes from Bray, Cleaver, Knox, Mills, Skinner and Sole and the bill became Ordinance No. 2466.
Later the board opened a public hearing on Auto Tow Recovery LLC’s request for a CUP at 205 NW Harris Street. Community Development Director Patrick Martin told the board Planning and Zoning and staff recommended a two-year CUP conditioned on installation of a sight‑obscuring fence. Mayor Mike Todd opened the floor to citizens; no one spoke and the hearing was closed.
City Clerk Jamie Logan then read Bill No. B25-07 for first reading. Alderman Brian Bray moved to accept the first reading and Alderman Kyle Sole seconded; the motion to bring the ordinance back for a second reading passed on a unanimous voice vote. No final action on B25-07 was taken April 28; the item is scheduled to return at the next regular meeting on May 12, 2025.
The minutes record that the Auto Tow Recovery CUP under discussion would be limited to two years and require a sight‑obscuring fence as a condition if approved on second reading.
Next steps: the board approved one CUP as Ordinance No. 2466 and will revisit the Auto Tow Recovery request at the May 12 meeting for a second reading and potential adoption.
