Grain Valley aldermen approve tow-yard permit, certify April 8 election results and authorize 2025 paving contract

The Grain Valley Board of Aldermen on April 28 approved a conditional use permit for a vehicle tow yard, certified municipal election results from April 8 and authorized a contract for the city's 2025 concrete replacement and paving program.
At the meeting's second reading, Alderman Ryan Skinner moved and Alderman Brian Bray seconded acceptance of Bill No. B25-05, which the board approved on a roll call recorded as Aye: Bray, Cleaver, Knox, Mills, Skinner and Sole. Bill B25-05 became Ordinance No. 2466.
The board also completed a second reading of Bill No. B25-06, acknowledging the certified results of the April 8 general election. Alderman Kyle Sole moved the second reading and Alderman Brian Bray seconded; the motion passed on a roll call vote recorded Aye: Bray, Cleaver, Knox, Mills, Skinner and Sole, and Bill B25-06 became Ordinance No. 2467.
On a separate vote, the board approved Resolution No. R25-26, authorizing the City Administrator to execute an agreement with Quality Custom Construction for the 2025 Concrete Replacement and Paving Program. Alderman Rick Knox moved the resolution and Alderman Ryan Skinner seconded; a voice vote recorded ayes from Aldermen Bray, Knox, Limberg, Myers, Skinner and Sole.
Several other land-use items were advanced without substantive public comment. The board opened and closed a public hearing for Auto Tow & Recovery's conditional use permit (staff advised a two-year CUP had been requested and recommended by the Planning and Zoning Commission) and opened/closed a public hearing on a draft amendment to City Code Section 400.290 (off-street parking and loading regulations) relating to parking in rear yards; no citizens offered comments during either hearing.
The board read two additional bills for first reading related to the vehicle tow-yard CUP and the rear-yard parking amendment; both were moved to return for second reading at a future meeting.
The meeting adjourned at 7:29 p.m.
