Planning commission recommends duplex-overlay for two Greenwood parcels after developer presentation and public comment

The Midvale Planning Commission voted unanimously to recommend that the City Council approve adding a duplex overlay to two parcels at 620 East Greenwood Avenue and 7500 South 700 East.
Staff described the application as an overlay request (not a full zone change) and said staff found the proposal could meet rezone criteria, including providing additional housing opportunities and reusing a church property that is no longer in active use.
Brad Reynolds, speaking for the applicant, said the proposed units would be for sale, include ramblers and two-story duplexes and feature two-car garages. "A large number of these units are ramblers, which are under 24, 24 and a half feet tall," Reynolds said, adding that developer sales in similar projects have been brisk and that the company would provide a traffic study if needed.
Residents again raised concerns about traffic, parking and the proximity to Hillcrest High School and asked that any traffic studies be performed when school is in session. Some commenters also urged single-family development rather than attached units. Planning staff and commissioners responded that parking requirements in the code require two spaces per dwelling unit and that site-plan and engineering review would address parking and infrastructure needs.
After hearing public comment and discussion, the commission moved, seconded and voted to recommend approval; the roll call recorded all commissioners voting in favor. The recommendation will be forwarded to the City Council for final action.
