Swarthmore Borough Council approved a finance-committee recommendation to hire Keystone Municipal Solutions to prepare an analysis of a proposed earned-income tax (EIT).
The consultant will examine the borough’s budgets, model five-year revenue scenarios for resident and nonresident earnings, and present a public briefing. The finance committee — composed of Andrew Tsang, Regina Thompson and the finance presenter — interviewed three proposers and recommended Keystone Municipal Solutions. The committee asked the interim manager to negotiate the scope, timeline and fees to be at or below the quoted $18,000 plus out-of-pocket expenses.
A potential conflict was disclosed: a council member works as a contractor for the company in another capacity; committee members stated the member would not benefit from this particular contract. Council members asked about vendor selection criteria; staff responded that price and completeness of the proposed analytic approach were decisive.
The motion to hire Keystone Municipal Solutions passed by voice vote. Staff will return with a negotiated agreement and schedule for the public meeting.
