Michiana approves Orbis to perform historic-environmental study for paused water grants; pump installed

Council member Mike Mumper explained that Congress temporarily paused some water grants, but Merritt Engineering is continuing work on the first grant and completing the project plan for the village’s creek-area water project. The EPA requires a National Historic Preservation (NHP) study as part of the project planning; that study will also apply to the second grant when it resumes.
Mumper reported two quotes for the environmental/Historic Preservation work: Merjent for $7,450 and Orbis Environmental Consulting for $2,105. Tim McCarthy moved to approve Orbis Environmental Consulting for $2,105; Mike Botelho seconded and the motion passed.
Mumper also reported that a new '750mp' pump has been installed in the pump house, a deliverable tied to the first grant, and he said he hopes a water contract with Grand Beach will be ready by the April meeting.
The council did not finalize grant resumption dates; staff will proceed with the NHP study work and continue coordination with Merritt Engineering.
