Carlisle council approves library pay application, pursues up to $1.8M in GO notes and other consent items

The Carlisle City Council on March 9 approved a consent agenda that included a pay application for the public library renovation and a resolution authorizing staff to pursue general obligation capital loan notes not to exceed $1,800,000.
At the meeting Mayor Dan Carver and councilmembers approved Pay Application #6 to DDVI Inc. for the Public Library Renovation Project in an amount not to exceed $354,733.92, according to the consent package. Council also approved setting a public hearing on the FY2027 budget for April 13, 2026, at 6:30 p.m.
The council approved an engagement letter with the firm Ahlers & Cooney for the issuance of General Obligation Capital Loan Notes, Series 2026A, and passed a resolution fixing a date for a meeting on the authorization of a loan agreement and the issuance of notes not to exceed $1,800,000. The resolution to name depositories and set depository limits (Resolution 20260309001) was also approved.
Personnel and other routine items were included in the package. The council approved increasing part-time firefighter Brandon Sjullie from Firefighter/EMT to Firefighter/Paramedic at a rate of $18.54 per hour; the packet states the wage will increase to the current part-time paramedic hourly rate upon completion of orientation.
Other consent items included approval of bills totaling $147,918.54, approval of minutes for February meetings, authorization of Pay Application #6 to DDVI Inc., approval of Resolution 20260309002 expressing support for Spinco (Corteva’s seed business) and its global headquarters in Johnston, Iowa, and a resolution authorizing FY2026 transfers (Resolution 20260309003).
Votes at a glance: the motion to approve the consent agenda (with one appointment pulled for separate action) was moved by Councilmember Beth Sauter and seconded by Rudy Cataldo and passed by unanimous consent 4–0.
