Carlisle approves School Street Phase 3 construction contract after lone bid

Carlisle’s City Council approved construction drawings and awarded the contract for School Street Phase 3 to Main Line after hearing that only one bid was received. Mayor Dan Carver opened and closed a public hearing on the project; no members of the public spoke during the hearing.
Mitch Holtz of Strand Associates summarized the bid information and the project specifications for the council. Following Holtz’s presentation, Councilmember Beth Sauter moved to approve the resolution adopting the construction drawings, specifications, form of agreement and opinion of cost; Krista Beck seconded the motion, and the measure passed on a roll-call vote, 5–0.
Council then voted, again 5–0, to award the contract to Main Line and to authorize execution of the contract and a notice to proceed. Councilmember Tracey McAvoy asked whether the city could reduce some project costs by completing particular tasks in-house or through a change order; staff agreed to follow up on cost‑saving options.
The award follows the city’s bid review and satisfies the procedural requirements to start construction. Strand Associates and city staff will proceed with contract execution and the formal notice to proceed, and the council directed staff to return any cost‑saving recommendations to a future council meeting.
