Committee recommends higher municipal bond limits, forwards utility agreement and several administrative approvals

The Joint Committee of the Whole on Dec. 9 reviewed several administrative items and recommended updates to the municipal ordinance bond schedule while forwarding a water and sewer deferred-payment agreement for Utility Board consideration.
Judge Krull told the committee the Municipal Bond Schedule had not been updated for at least 20 years and that some entries were causing confusion because felony-level offenses remained listed. Committee members agreed the ordinance’s existing bond range of $0–$500 should be revised to $0–$1,000 and asked Police Chief Schultz to verify appropriate upper limits for offenses that approach the new cap. Schaumberg moved to recommend the updated bond schedule to the full council; Gerbers seconded and the motion carried.
The committee reviewed a proposed Water and Sewer Deferred Payment Agreement and voted to recommend it to the Utility Board. Alderperson Gerbers moved the recommendation and Alderperson Krull seconded; the motion carried. The transcript records the recommendation but does not include the Utility Board’s final decision.
Members also reviewed the November finance reports and moved to recommend the council approve payment of bills; Gerbers moved and Schaumberg seconded. The committee reviewed a request to declare the Seymour Rescue manual cot excess; Hurkman moved to recommend the council declare the cot excess (second by VanderHeiden), and the motion carried.
Finally, the committee reviewed a proposed service contract between the City of Seymour and the Fox Valley Humane Association. VanderHeiden moved to recommend council approval of that contract; Gerbers seconded and the motion carried.
