City reports high election turnout, 2025 budget notice published; committee approves payment of bills

City Administrator Sean Hutchison told the Joint Committee of the Whole that the City of Seymour recorded 1,995 ballots cast in the Nov. 5 election out of 2,100 registered electors, representing about 95% participation; 930 ballots were cast absentee.
Hutchison also said the published notice for the 2025 budget is in the local newspaper and that final approval of the budget is scheduled for the Nov. 25 council meeting, asking that all council members be available for that session.
The committee reviewed October finance reports and Alderperson Hurkman moved, with Alderperson Gerbers seconding, to recommend approval of payment of bills; the motion carried. The minutes do not include a roll-call vote or itemized bill amounts.
Staff reported a recent meeting with developer Lexington Homes about the financial guarantee the developer plans to use for a proposed Seymour development. Hutchison said Lexington Homes will provide the city with its preferred form of guarantee for council consideration on Dec. 9; if council finds the guarantee acceptable, the city attorney will incorporate the chosen form into a development agreement expected to come before council in January for review and possible approval.
Public works staff will make a final round of leaf pick-up the week of Nov. 18, the minutes state.
