Monterey County building services details inspections, code enforcement and disaster response

Monterey County's building-services team reviews permit applications for compliance with the California Building Code and county code, responds to code-enforcement complaints and performs post-disaster safety assessments, officials said during the briefing.

"The core roles of development section of HCD is to enhance the quality of life for the community," said Josh Bowling, assistant director. He said staff review building-permit applications and inspect work to ensure structures are safe for habitation and business.

Bowling described post-disaster work: inspectors evaluate whether water and electric are available, check foundations and for water intrusion or mold, and determine whether buildings are safe to reenter. They also help residents navigate any required permits and repairs.

The assistant director urged residents to report suspected violations early, citing examples such as tree removal, unauthorized grading or properties lacking utilities. "The sooner we can receive a call...the sooner we can get an inspector out there to be able to stop that action," he said. Bowling said inspectors should be patient, listen to property owners and guide them toward compliance.

Building staff also handle complaints ranging from substandard living conditions to noise and coordinate with other agencies as required.
