Commission approves septic replacements and routine items; continues Cobblestone Cove drainage review

The Pittsfield Conservation Commission approved several routine permits and administrative items at its Jan. 8 meeting and continued one city drainage application to the Feb. 12 agenda.

The commission voted to issue an Order of Conditions (1–30) for a Title V-compliant septic replacement at 399 Hubbard Avenue, presented by Michael Wall of M Wall Construction; staff indicated plans include erosion controls and updated tree information. The commission also issued a Negative 3 Determination for an on-lot leach-field replacement at 23 East Alford Street after Trinity Engineering’s Greg Vigna confirmed delineations and Title V compliance. The Negative 3 included a special condition requiring the applicant to notify the commission or agent when erosion controls are installed.

City staff told the commission that the applicant for the Cobblestone Cove drainage-improvement project (DEP #263-1255) requested a continuance; no representative appeared and the commission continued the application to the Feb. 12 meeting.

The commission approved the Dec. 11, 2025 minutes (motion carried with Commissioner Elizabeth Calebaugh recorded as abstaining) and approved a cost proposal for a peer review tied to CO-25-02 after the applicant’s representative left the meeting. Chair James Conant noted the commission could approve the peer-review contract on its end and the applicant could follow up with staff.

Vice Chair Thomas Sakshaug moved each of the motions; Elizabeth Calebaugh seconded. The meeting was adjourned at 6:30 p.m.
