Harlandale officials report preliminary STAR gains in 'meets' and 'masters' categories

Harlandale ISD presented preliminary STAR 2026 data for elementary grades at its June 17 meeting and described summer training and implementation steps ahead of the 2026–27 school year.
Nora Lugo, elementary math coordinator, told trustees the district set a goal to increase by 4.5 percentage points relative to the state and that preliminary, district-level results show a 3% increase in the 'meets' category for elementary math (grades 3–5). “We did show an increase of 3% in meets for elementary math 3 through 5,” Lugo said, noting the data are preliminary and that final state comparisons will be presented in August or September.
Rita Garza, elementary reading coordinator (introduced by Lugo), reported similar modest gains and described curriculum supports. Garza said the district adopted Bluebonnet curriculum materials and conducted professional development that included regionally provided coaches and summer sessions. Reflecting on the preliminary numbers, she said the district saw increases from 36.9% to 38.3% overall and gains in the 'meets' and 'masters' categories at some campuses.
Trustees asked for campus-level breakdowns and for a clearer accounting of contracted instructional support spending; administration said the district can provide more detailed numbers and pointed trustees to pages in the budget booklet with district-wide instruction totals.
