County Manager Scott Sauer described the parcel as a 0.98‑acre open lot on NC 37 near Hackley Road acquired through foreclosure. He said the tax value on the parcel is $19,009.09 and unpaid taxes and fees on the property total approximately $4,004.93. "This proposal is for $3,500," Sauer told the board.
Commissioners questioned whether to reject the offer, to list surplus properties with a real estate agent, or to counter with an amount sufficient to recover taxes and county costs. One commissioner moved to reject the $3,500 bid and extend a counteroffer up to the $4,004.93 in taxes/fees (and to include the county's advertisement costs if an upset bid period is required). The motion passed after a second and a voice vote that was recorded as unanimous.
Manager Sauer noted the statutory 10‑day upset bid period would apply if the board accepts an offer and that advertising costs could be added to the sale price to recoup fees. The board directed staff to proceed with the rejection and counteroffer process and to report back on any subsequent bids or listing proposals.
