Centre County Salary Board approves multiple personnel actions, pay adjustments and new positions

The Centre County Salary Board met June 25, 2026, at the Willowbank Office Building in Bellefonte and unanimously approved a series of personnel actions affecting multiple county departments.
Coroner Scott Sayers asked the board to appoint Scott Rawson as an on-call/occasional deputy coroner (p.c. #21203) at SG-06A(01) — $20.23 per hour — effective June 29, 2026; the board approved the appointment. The request and approval were recorded in the meeting minutes.
Administrator John Franek Jr. requested and the board approved a reclassification for p.c. #11303 in Financial Management from Procurement/Contract Analyst (SG-06) to Procurement Contract & Grant Coordinator (SG-09), effective June 28, 2026. The reclassification carries a 2026 salary budget impact of $3,318 and an annualized 2027 impact of $8,092.
Prothonotary Kristen Simkins asked the board to retroactively promote Anne Kline from full-time Prothonotary Clerk (p.c. #22322, SG-04B(02), $18.06/hour, 75-hour) to First Deputy Prothonotary (p.c. #22315, SG-07A(01), $21.51/hour, 80-hour), effective June 22, 2026. The minutes record 2026 salary budget savings of $472 and annualized 2027 savings of $1,025; the board approved the promotion.
Sheriff Bryan Sampsel requested several retroactive pay-rate adjustments and the creation of a full-time Deputy Sheriff Security Trainer (p.c. #21118) at SG-08A(01) — $22.76/hour — effective May 28, 2026. The approved retroactive pay changes were: Miles Maurer (part-time, p.c. #21123) to SG-07C(03) — $22.38/hour; Adam Rawding (part-time, p.c. #21115) to SG-07B(02) — $21.94/hour; and Andrew Sim (full-time, p.c. #21116) to SG-07B(02) — $21.94/hour. The board approved items i–iv unanimously.
Public Defender Lora Rupert asked the board to create a part-time Public Defender Certified Legal Intern position (p.c. #13207) at SG-02A(01) — $16.24/hour — effective June 25, 2026; the minutes list a 2026 salary budget impact of $8,991 and an annualized 2027 impact of $19,546. The board approved creation of the position unanimously.
All votes recorded in the minutes were unanimous; each formal approval was moved and seconded as recorded (motions were frequently moved by Controller Jason Moser and seconded by Commissioner Amber Concepcion). The meeting adjourned at 10:14 AM.
