County staff on July 7 presented revised guidelines and a sample online application for a proposed Essex County Youth Incentive (Youth Enrichment) Fund, seeking to formalize how small nonprofit and community organizations apply for discretionary awards.
Anita, the staff member who led the presentation, said applications would be submitted through an online portal to the county administrator’s office and that applicants must include a copy of their most recent financial statement. She said funding requests would be limited to $500–$5,000 annually and should not comprise more than 25% of an organization’s total annual budget to preserve availability for multiple groups.
The presentation also clarified process steps: staff will screen applications for completeness and present completed applications to the full board with a recommendation; the board retains final authority to award the amounts. Anita said staff will provide guidance in the application form for organizations to list partners and explain budget narratives to show how requested funds would be used.
Board members asked about verification of budgets and whether projected budgets or actuals would be considered. One supervisor emphasized the need to review actual financial statements rather than projections; Anita confirmed the application requests the most recent financial statement to reflect actuals.
The board agreed to add the item to a regular meeting agenda for final action, with staff to place the item on the agenda prior to meeting commencement so it complies with newly effective procedural rules.
The board did not take a final vote on the fund at the work session; staff said the fund could take effect once the board approves the guidelines and application at a future regular meeting.
