Boscawen meeting advances revisions to town-park plans, secures material donations

Boscawen officials and project participants reviewed site-visit findings and agreed on next steps for the Town Park improvements at a July 1 meeting that focused on plan revisions, material sourcing and in‑kind donations.
Charlie Niebling circulated notes from a June 24 site visit with Peckham (Jeff Perry) and said the next step is to work with Underwood Engineers on revisions to the plan set so Peckham can provide a third revision and a cost estimate. Jeff Perry told the group Peckham expects to be ready to start site work after Old Home Day, estimating two to three weeks for initial site work preparation.
The meeting identified several technical issues for engineers to address: Peckham noted the pitch of the proposed handicap parking does not meet requirements; Gary Moore pointed out a dumpster pad is missing from the plans; and participants observed the plan shows no retaining wall on the Dorval House side of the road. Because of limited space between the planned pavilion location and the Dorval House fence, the group discussed moving the pavilion back to improve access and circulation. The possibility of adding an access route along the left side of Dorval House was discussed but participants flagged a septic-field location that may make that option infeasible.
Materials and cost were a central theme. The team concluded they do not currently have enough stone for the retaining wall by the tennis courts and for the perimeter wall at the overlook. Gary Moore presented options and pricing; salvaging granite from Commercial Street was discussed as a potential source, and John Porter offered boulders from Canterbury as an alternative near Dorval House. The group agreed to move salvaged stone via the town dump so weight can be recorded for grant documentation.
Several in‑kind contributions and staging options were reported. Audley Construction committed to donate base material. Bruce Davis of All States Materials Group (ASMG) offered use of ASMG’s back lot for staging materials and equipment. Gary Moore reported electrician Andy Warren had offered donated time; terms and costs for any paid work were not yet discussed. The group plans to follow up with a meeting with Warren Colby about a possible donation after receiving the revised plans and cost estimate.
The meeting also addressed site logistics: Public Works will perform tree trimming, Conner Bailey will make his crew available for the pavilion frame raising, and Morrill Farm’s lift was noted as a possible equipment source. On parking, the group agreed to reduce accessible parking from two spaces to one and to keep a grass area behind Dorval House for the town’s park program and Old Home Day activities; final location and ground-cover decisions remain to be determined.
On budget and outreach, Fred Reagan is collecting picnic-table pricing and said budget figures remain variable with few hard numbers available. Lorrie Carey drafted a community letter and will revise it to reflect in‑kind partners, including Audley Construction and All States Materials Group. The meeting adjourned at 4:17 p.m.; the next meeting is scheduled for July 29 at 3:00 p.m. in the 4th Floor Conference Room.
