Michiana council approves HONK pay-by-phone parking for non-residents

The Village of Michiana Council voted April 11 to implement a HONK pay-by-phone parking system for non-residents, approving a $10-per-hour fee and authorizing HONK to manage all transactions.
John Cherewko of HONK presented the platform and explained it requires no app: visitors scan a QR code to pay and the vendor accepts Apple Pay, Google Pay and PayPal. Police Chief Ryan Layman said the system “was user friendly” and could be turned off for village events. Council members noted the company would charge a 2.9% credit-card processing fee and the subscription cost to the Village would be $50 per month.
Tim McCarthy made the motion to proceed with HONK for non-residents only; Brian Cassidy seconded. The motion was approved by all council members present. Clerk Anne Heywood will implement signage and tagging procedures to ensure residents with parking tags or golf-cart stickers are not charged.
The vendor will remit payments to the Village on a monthly basis. Council members emphasized configurability — the Village retains control over pricing and activation windows for events — and that the program will not affect residents who display an authorized tag.
