Commissioners approve Penn State training agreement, public safety project amendment and a $1,750 scholarship

The Centre County Board of Commissioners on June 25 approved three non‑personnel items related to training, public‑safety project delivery and a scholarship, and separately approved a sponsorship for a restorative justice celebration.
Deputy Administrator Natalie Corman presented a two‑part emotional intelligence and resiliency training agreement with The Penn State University for Human Services employees. Meeting minutes state the training total is $9,500 to be paid with Penn State in‑kind funds, and that assessments and travel expenses are not to exceed $9,500, producing a contract total of $19,000 for June 18, 2026 through December 31, 2026. The Board approved the agreement unanimously.
The Board also approved a contract addendum with Crabtree, Rohrbaugh & Associates for the Public Safety Training Center project; minutes state the amendment was required by USDA funding and reflects civil engineering duties for the period February 25, 2026 through December 31, 2027.
Administrator John Franek Jr. asked the Board to approve a Centre Foundation scholarship to fund a phlebotomist course at Centre LifeLink for Michael Wilson in the amount of $1,750; the Board approved the scholarship.
Separately, Administrator Franek asked the Board to approve a sponsorship for the Center for Alternatives in Community Justice (CACJ) 50th‑year Restorative Justice celebration scheduled for June 27, 2026 at the State College Borough Building; the Board approved the sponsorship unanimously.
The minutes record that all items were moved by Commissioner Amber Concepcion, seconded by Commissioner Steven Dershem, and approved unanimously. Departments will execute contracts and process the scholarship and sponsorship as approved.
