Centre County commissioners approve a slate of hires, promotions and job‑description changes including new warden and corrections officers

The Centre County Board of Commissioners on June 25 unanimously approved a package of personnel actions affecting multiple departments, including the Correctional Facility, Elections, Financial Management, Children & Youth Services, Mental Health/ID/Early Intervention, Planning, the Public Defender’s office and Tax Assessment.
Administrator John Franek Jr. requested and the Board approved a funding and personnel requisition to create a full‑time Warden position in the Correctional Facility (p.c. #33301, SG‑20) effective June 25, 2026. Warden Glenn Irwin also requested and received approval for four full‑time Corrections Officer positions (p.c. #33338, 33356, 33364 and 333110, SG‑N10). The meeting record notes salary budget savings for 2026 of $2,985 for the Warden position and $3,074 for the officer positions, and larger annualized savings listed for 2027.
Other approved personnel actions included: an Elections Clerk funding requisition (p.c. #13106) and a retroactive medical leave for another Elections staffer; a retroactive promotion for a 911 Dispatcher/Public Safety Telecommunicator (Mark Baney); promotions and a job‑description revision in Financial Management (including the promotion of Scott Martell to Assistant Director—Budget & Finance); appointments and requisitions in Children & Youth Services and MH/ID/EI (including the appointment of Andrew J. Boeckel and Desiree M. Cotto); a Planning & Community Development appointment for Robynn L. Gibble; a Public Defender Certified Legal Intern job description and the appointment of Declan M. Rockett as a part‑time intern; and Tax Assessment promotions (including Kaley Ely to Assistant Chief Assessor/Supervisor) and a funding requisition for a Tax Services Specialist.
Each item was moved by Commissioner Amber Concepcion, seconded by Commissioner Steven Dershem, and approved unanimously according to the meeting minutes. The minutes list stated 2026 salary budget impacts and larger annualized savings for 2027 where applicable.
What happens next: Appointees’ effective dates and pay grades were included in the record; departments will implement onboarding and payroll changes per county personnel policy.
