River Ridge CDD appoints Keith Merrill to vacant board seat; officers re-nominated

The River Ridge Community Development District Board unanimously appointed Keith Merrill to the vacant Seat 1 at its Oct. 22, 2024 meeting and administered his oath of office.
Chair Bob Schultz nominated Merrill and Robert Twombly seconded the motion, which carried with all supervisors present voting in favor. After administration of the oath by District Manager Cleo Adams, Adams and District Counsel Tony Pires reviewed required filings and ethics and Sunshine Law obligations for serving on a CDD board, including Form 1 and Form 8B disclosure requirements.
The board also adopted Resolution 2025-01 to elect and remove officers. Kurt Blumenthal nominated the slate that named Bob Schultz as chair and Terry Mountford as vice chair and retained Kurt Blumenthal, Robert Twombly and newly appointed Keith Merrill as assistant secretaries. The resolution removed James Gilman from officer roles while leaving other prior appointments in place.
The actions were procedural and carried unanimously. The board scheduled materials on ethics, public records and conflict-of-interest disclosure for newly seated members and noted the November meeting will include further administrative items.
