Council adopts 2025 Urban Water Management Plan and water shortage contingency plan

Hubbard noted the plan is a statutory requirement for urban water suppliers and must be filed with the California Department of Water Resources.
Senior civil engineer Amber Wallace confirmed the plan was posted as a draft for public review and that the city can make minor post-adoption edits if public comments warrant changes. Council asked for a hard copy of the document for review and requested staff brief the Environmental Utilities Commission on the plan in an upcoming meeting.
Council action: After the public hearing (with no public speakers on this item), the council adopted the plan by roll call. Staff noted the statutory deadline for filing and said the document may be updated post-submittal if necessary.
