South Londonderry Board reappoints leaders, approves wages and treasurer's bond at reorganization meeting

The South Londonderry Township Board of Supervisors met Jan. 6, 2020, in Palmyra for its annual reorganization meeting and approved a slate of officer appointments, professional contracts, bank depositories, employee compensation and the treasurer's bond for the year.
The board appointed Faith Bucks as chairwoman and Jack Custer as vice-chairman. Supervisors moved through a series of motions to name township officers and service providers: Scott Galbraith was appointed Acting Township Manager/Secretary/Treasurer and Open Records Officer; Glenda Hollinger was reappointed Assistant Treasurer; William (Bill) Reigle was reappointed Police Chief; and Scott Galbraith was appointed Zoning Officer/Code Enforcement.
On professional services, the board reappointed Rettew Engineering as township engineer, reappointed Patrick M. Armstrong, Esq. of Grim, Biehn & Thatcher as township solicitor and reappointed Nestico Druby, PC as Zoning Hearing Board solicitor. The board voted to appoint Commonwealth Code Inspection Services as the township's building inspector for 2020; that motion passed on a recorded vote of 2 yeas (Custer and Bova) and 1 nay (Bucks). The appointment of an independent auditor was tabled and the board directed that a new request for proposals be issued.
The board approved Fulton Bank and PLGIT as township depositories. It also approved employee wages for non-uniform staff as set by the board and authorized a 4% wage increase for uniformed employees under the collective bargaining agreement. The board reaffirmed employee benefits consistent with the collective bargaining agreement and the employee handbook.
The Board set the Treasurer's and Assistant Treasurer's bond at $1,000,000, or at the amount otherwise required by the Second-Class Township Code. The meeting record also notes appointments to various citizen bodies: representation to the Palmyra Area Recreation Commission (Supervisor Custer), the Vacancy Board (Dot Ague), the South Londonderry Township Fire Board (Supervisor Bova), Municipal Authority reappointments for Mark Panassow and Don Plourde (five-year terms), Planning Commission appointments including a four-year term for Dawn Blauch and a partial-term appointment of Jeff Kennedy to fill a resignation, a reappointment to the Zoning Hearing Board for Jerimiah Harris, and three appointments to the Historic Commission.
The meeting concluded with a motion to adjourn at 7:19 p.m. The board left one UCC Appeals Board appointment open and tabled the independent auditor item pending issuance of an RFP.
