Select Board agrees to revised guardrail work, explores impact fees and moves forward on Commercial Street fencing talks

Public Works Director Connor Bailey and Planning & Community Development Director Kellee Easler updated the Select Board on projects affecting town roads and development at the July 1 meeting.
Bailey said CWS Fence & Guardrail attempted repairs on Queen Street but had to submit a revised proposal because two end units are no longer in production; the revised estimate is roughly $9,000 higher than the prior estimate. Finance Director Kate Merrill said $5,000 had been encumbered for the project and suggested the Town-wide Safety Capital Reserve Fund (about $10,000 available) or a budget transfer as possible sources. The board agreed to explore impact fees as a funding option and to move forward with the revised proposal pending final funding allocation.
PCD Director Kellee Easler reported a July 1 preconstruction meeting for Jeffrey’s Way, a six-home development; notice of intent was expected to be completed the following day and clearing was expected to begin within a week. Easler said the town’s land development regulations are about 24 years old and inconsistent in places; she plans to request engineering services from Underwood Engineers and include funding in next year’s budget to update the regulations.
On the Commercial Street cleanup project, Town Administrator Katie Phelps reviewed a $42,000 contingency for permanent fencing (about 840 linear feet) in Green Site Services’ bid; Sanborn Head estimated the front of the property at about 400 linear feet, making partial fencing an option. The board authorized TA Phelps to negotiate fencing scope and price with Sanborn Head’s technical input.
