Select Board approves routine consent items, capital transfers and a safety grant

At its July 1 meeting the Boscawen Select Board approved the consent agenda, accepted a $6,900 NH Highway Safety grant, authorized several capital reserve reimbursements totaling $292,634, and took additional procedural actions including a reimbursement and sealing nonpublic minutes.
The Town of Boscawen Select Board unanimously approved its consent agenda on July 1, 2026, clearing financial reports, minutes and several personnel and policy items.
The board accepted a FY27 enforcement patrols grant from the New Hampshire Office of Highway Safety totaling $6,900 and authorized Police Chief Jason Killary to sign the grant agreement on the town’s behalf. "The Select Board, in a majority vote, accepted the terms of the Highway Safety Grant as presented in the amount of $6,900.00," the meeting minutes state.
Finance Director Kate Merrill presented three capital reserve transfers the board approved to reimburse General Fund expenditures: $45,184 from the Police Cruiser Capital Reserve Fund (McGovern MHQ Inc., Invoice #200013557); $119,450 from the Public Works Building Capital Reserve Fund (Electronic Security Protection, Shaker Heights Custom Homes LLC final payment of $100,000, Trusted Fire Protection LLC); and $128,000 from the Fire Station Capital Reserve Fund (Mancusi Design, LLC deposit). Each transfer was motioned, seconded and recorded as "all in favor."
The board also approved a Proclamation Policy presented by Town Administrator Katie Phelps and read a proclamation recognizing Elektrisola Inc.'s 50th anniversary. Chairman Matt Burdick recused himself from the Elektrisola discussion.
In nonpublic session the board approved a reimbursement of $268 to a family that withdrew from the summer camp program and voted to seal two sets of nonpublic minutes under RSA 91-A:3 III. Selectman Josh Crawford moved to defer a decision regarding a Merrill Corner Road matter until Sept. 1, 2026; that motion passed two to one.
The board set its next meeting for Wednesday, July 15, 2026 at 6:00 p.m. and adjourned at 7:52 p.m.
