Shiawassee County commissioners authorize litigation settlement steps, approve payroll and multiple routine actions

The Shiawassee County Board of Commissioners on Feb. 11 approved a package of fiscal, personnel, legal and land-use items during a meeting and brief closed session in Corunna.
The Board authorized a closed-session consultation under Section 8(e) of the Michigan Open Meetings Act to discuss settlement strategy for two pending matters (Shiawassee County v Elite Excavating, LLC, Case No. 24-9233-CZ; Country Barn Estates, LLC v Shiawassee County, Case No. 25-9839-AA). After reconvening, the Board voted 6–1 to approve resolutions resolving those matters and authorized County Administrator Dr. Brian Boggs and the County attorney to sign and submit a proposed Consent Judgment; Commissioner Josh Haley cast the lone nay vote on that action.
The Board also approved Invoice Edit Reports and payroll batches covering mid- to late-January and authorized warrants for wire transfers, ACH and EFTs totaling $6,891,473.72 (roll call vote: 7–0). The minutes list the commissioners voting yes: Gary Holzhausen, Bill Johnson, Cindy Garber, Brad Howard, Matthew Shepard, Josh Haley and Chairman Gregory Brodeur.
Other votes included: - Approving the full payment of the Youngs Drain Assessment not to exceed $254,370 (motion carried 6–1; Commissioner Matthew Shepard voted nay). - Purchasing a Ford Explorer from Gorno Brothers Inc. for up to $46,908 (7–0). - Amending the county zoning map for a Rush Township parcel (PREZ26-001) and adopting Ordinance #26-02-01 (7–0). - Accepting the 2025 Register of Deeds annual report and the County Clerk’s 2025 year-end report (motions carried). - Approving appointments recommended by the Chair: Matthew Baldwin to the GLS Region V Planning Commission and Shirley Smith from alternate to regular member of the Zoning Board of Appeals (motion carried). - Approving personnel refills: two Corrections Deputy positions, one 911 Dispatcher and one district court deputy clerk (each motion carried 7–0).
County Administrator Dr. Brian Boggs briefed the Board on the lawsuit resolution, grants that are in final stages and the county audit. Chairman Gregory Brodeur had no report. The meeting adjourned at 6:15 p.m.; minutes were submitted by County Clerk Caroline D. Wilson.
