Warner — Town voters approved two amendments to the Warner Zoning Ordinance and rejected a third petition at the May 1, 2021 reconvened annual meeting.
Article 2 sought to comprehensively amend Article XIV‑A (Workforce Housing) to align the ordinance with state law, simplify application and administration, allow multi‑family development in the Commercial and Intervale Districts and add “multi‑family workforce housing” to the Use Regulations table. The Planning Board recommended the amendment by a 7–0 vote; the minutes record a ballot result of Yes 229, No 112 and note the article passed.
Article 3, a citizen petition, amended Article XIV‑B(6) to permit accessory apartments in detached accessory buildings where table allowances apply, provided the detached building lies within 75 feet of the primary dwelling. The Planning Board recommendation was 4–3; recorded ballot results were Yes 201, No 138. The article passed.
Article 4, another petition, would have broadened multifamily eligibility to R‑1, R‑2, B‑1, C‑1 and INT and allowed conversion of existing structures into multifamily dwellings in C‑1 and INT. The Planning Board did not recommend the petition (4–3). The recorded result was Yes 145, No 192 and the petition failed.
Planning Board recommendations and the presence of paper ballots for some contested matters are noted in the minutes. The town clerk recorded the results in the meeting minutes.
