Selectboard approves Town Hall rekeying, notes road closure and schedules transfer-station ordinance hearing

The Winchester Selectboard voted 3-0 on Feb. 11 to authorize $370 to rekey Town Hall after the board learned several former keyholders could not be located. Selectman Kilanski said locks at the EOC (Fire/EMS/PD building) recently were changed at a cost of $185.
The board agreed to table a pending MDS Agreement until the full board can attend. Selectman Jack Marsh moved to move to a public hearing to adopt and approve changes to the Transfer Station Ordinance; Selectman Theresa Sepe seconded and the motion carried 3-0.
Town Administrator Miner updated the board on a booster-station construction project at Woodard Ave./Elm St.; contractors told the town the road will be closed in the morning beginning Feb. 23, 2026, with detours posted. Selectman Kilanski said he had installed insulation board in six Conant Library basement windows the week prior.
T.A. Assistant Monica Truesdell reported the Town Report book had gone to the printer and warrant newsletters are ready to mail at month’s end. Water/Sewer Superintendent Rick Meleski asked residents to leave faucets dripping to avoid frozen pipes. During public comment Penny Vaine requested the Democratic Committee be allowed to host a "Meet the Candidates" event on March 1, 2026, from 1–3 p.m.; T.A. Miner said she would contact the Town Clerk.
The meeting went into nonpublic session under RSA 91-A:3 II and then adjourned at 6:50 p.m.
