Winchester selectboard authorizes up to $6,000 for road salt, approves small expenditures and conditionally hires deputy welfare director

At its Feb. 18 meeting the Winchester Selectboard approved using up to $6,000 from a highway block grant to buy road salt, authorized a $284 payment to Worldwide Computer Solutions, and in nonpublic session approved the conditional hire of Kristy O'Donnell as deputy welfare director.
The Winchester Selectboard on Feb. 18 authorized Town Administrator (T.A.) Miner to use up to $6,000 from the Highway Block Grant to purchase road salt after the Highway Department reported low supplies ahead of an imminent storm.
Selectman Herbert C. Stephens moved to approve the request and Selectman Theresa Sepe seconded; the board voted 4-0 to allow the expenditure. T.A. Miner told the board the department had enough salt to cover a Friday–Saturday storm but not a subsequent Sunday–Monday event and requested the block-grant transfer to ensure coverage.
The board also approved a $284 payment from the Computer Capital Reserve to Worldwide Computer Solutions (WWCS). Selectman Stephens moved the payment and Selectman Sepe seconded; the board approved the transaction 4-0.
In routine business the board approved the Feb. 4, 2026 minutes; that motion carried 3-0-1 after one member was absent for the vote.
The board entered a nonpublic session under RSA 91-A:3 II to discuss personnel matters and voted to conditionally hire Kristy O'Donnell as deputy welfare director. T.A. Miner told the board the position is an on-call role, typically about 151 hours per year. The nonpublic minutes were recorded as sealed under the RSA exemption.
The votes are consistent with the board’s stated priorities to maintain winter road safety and to keep town administrative functions staffed. The board adjourned at 7:15 p.m.
