At the June 18 meeting of the Town of Southborough Personnel Board, the Chair proposed adopting a policy that, absent extenuating circumstances, agenda items be submitted at least five business days before a meeting.
The Chair said, “I would like to propose that we adopt a policy that unless there's real extenuating circumstances, we do not add any more agenda items after 5 business days before the meeting.” Staff responded that the town clerk’s operational requirement is 48 hours, and board members discussed flexibility for emergencies and that the Chair controls the agenda.
The Chair also raised concerns that minutes for recent meetings had not appeared on the town website and asked staff to work with the clerk's office to improve timeliness. Staff advised the board that they cannot post minutes directly and that a bylaw sets a 45‑day timeline for posting; another member suggested submitting draft minutes to the clerk to help meet the deadline.
Board members agreed staff would coordinate with the town clerk, and one member volunteered assistance to help ensure packets and minutes are scanned and submitted promptly. The board did not adopt a formal written rule at the meeting but signaled interest in setting clearer internal expectations for agenda submissions and minutes processing.
