The West Branch City Council on Aug. 5 adopted the West Branch Parks & Recreation Master Plan, a three‑year strategic document compiled from public input gathered in 2022. City Administrator Adam Kofoed said survey results showed residents are "very supportive of park and recreation programs including large scale projects such as a rec center and public swimming pool." Councilmembers and staff acknowledged volunteer contributions from the Lions Club and Eagle Scouts.
The council also approved a Parks & Recreation grievance policy and a Rules of Behavior policy designed to set expectations for park users and establish a complaint process; the grievance policy was modeled on a Garner, Iowa example. City Attorney Kevin Olson said the rules posed no legal issues. Councilmember Jerry Sexton urged a zero‑tolerance approach to bad behavior and suggested signage be posted at parks to warn violators; the council asked Parks & Recreation to add signage and start phased implementation of the master plan.
The council provided direction for Parks & Recreation staff to begin implementation and scheduled follow‑up reporting as the plan proceeds.
