Subcommittee to forward revised Springfield youth commission ordinance after restoring council representation

The General Government Subcommittee of the Springfield City Council voted to forward a revised ordinance to the full council that would revive and reshape the Springfield Youth Commission.

Commissioner Helen Colton Harris of the Department of Health and Human Services told the subcommittee the commission had been active about 25 years ago and the department reviewed old ordinances and inactive boards to recommend bringing youth voices back into city policymaking. “The youth commission was very active, maybe 25 years ago in our city, and it was born out of needing to hear youth voices in our city,” the commissioner said.

Under the draft ordinance discussed by the subcommittee, membership would increase from 11 to 17 to broaden geographic and grade-level representation, with a focus on students in grades 7 through 11 rather than including 18‑to‑21‑year‑olds as in the earlier version. Commissioner Harris said the change was intended to “center” the commission in the public schools and improve youth representation across Springfield.

The department explained the proposed adult seats would include institutional partners to support youth participation: the superintendent of police (or designee), superintendent of schools, a vice chair of the school committee, the commissioner or a designee, and a mayor’s office representative. The parks director seat in the draft was described as negotiable and, after council feedback, the parks director slot was proposed to be replaced by the city council president or the president’s designee to restore the council’s historical role.

The draft ordinance as written gives appointment authority to the mayor, which the commissioner described as standard for city boards and commissions. The department said it is developing selection criteria to ensure citywide representation but that the criteria are not yet finalized or embedded in the ordinance.

The subcommittee chair urged additional council input on appointments, recommending that the city council—or the council president or their designee—appoint three of the youth members to ensure neighborhood connections. “I understand that the mayor has the appointment powers, but I also understand that your city council is closest to the residents,” the chair said, urging the department to take that suggestion to the mayor.

Council President Whitfield confirmed her intent to designate Councilor Cliff Bruce as the council’s representative and praised both Bruce and Chanel Ford, the department’s health and racial equity coordinator, as leaders for the revived commission. Ford, who is expected to serve as the staff facilitator, said she was “grateful” to help “elevate and amplify the youth voice.”

At the meeting’s close, the subcommittee moved to forward the amended ordinance to the full City Council with the agreed changes. Councilor Davila moved the motion and Councilor Martin seconded; the subcommittee approved the motion by voice vote and the chair declared it passed. The subcommittee also adjourned that afternoon.

Next steps: the ordinance will be returned to the full Springfield City Council for consideration, with the department finalizing selection criteria and the suggested council appointments noted in the subcommittee record.
