Planning Board discusses streamlining Class 6 road permit process; staff to draft checklist and road policy for Select Board

At the Feb. 10 meeting, staff member Shanna Saunders presented a memo about the town's treatment of Class 6 roads and a provision in the Wolfeboro zoning ordinance titled "Lots With No Frontage." Saunders said the existing process for building-permit applications on Class 6 roads had proven cumbersome and that one applicant pushed back.
According to the minutes, legal counsel referenced state law and recommended that the Town stop using its ordinance in this case and instead follow state law. Saunders recommended the Planning Board develop a road-policy checklist to present to the Select Board that would streamline staff review and identify required items for permit consideration.
Saunders told the Board that one required element would be a liability release in which the property owner acknowledges that the private road is not town-maintained and agrees that the town is released from liability if an emergency vehicle cannot access the road. Board members discussed the proposal and asked for assistance in drafting the checklist; Saunders said she would prepare it for review.
The item was discussed as "Other Business" and no formal policy change or vote was taken at the meeting. Staff and Board direction was limited to preparing a checklist and a proposed policy to send to the Select Board for further action.
