Redevelopment Agency approves demolition and abatement contract for Magnesium Street parcels

The Redevelopment Agency voted to award IFB 144-26 to Baldwin Development LLC, dba Baldwin Demolition, to perform asbestos abatement and demolition on three agency-acquired single-family residences on Magnesium Street.
Anthony Malloy, director of redevelopment, told the board the agency previously authorized use of redevelopment agency bond funds in October 2025 to purchase the three parcels adjacent to an agency-owned parking lot in the Water Street District. "Through the acquisition of these 3 parcels, we intend to demolish the buildings and to expand the site a parking lot to meet the increased demand that we're seeing in that geographic area," Malloy said, adding that asbestos and other remediation work is part of the contract scope. He said the bidder recommended for award submitted the lowest responsive bid.
Board members asked no substantive questions during the presentation. A motion to award and approve the contract was made and the board voted unanimously to carry the motion; the roll-call announcement credited the motion to Member Seabach. The contract will allow the agency to remove the existing structures, complete necessary remediation and expand parking to serve the Water Street District. Staff did not provide a line-item contract value during the oral presentation; the motion requested approval to award the contract to Baldwin Development LLC (dba Baldwin Demolition) as the lowest bidder.
