The Redevelopment Agency adopted an updated Downtown Henderson investment strategy after a presentation on the area’s recent investments and outreach.
Anthony Malloy, director of redevelopment, told the board the agency has invested "over $20,000,000 into the downtown redevelopment area," and that those public investments helped leverage "more than $200,000,000 of direct directed towards improvements in the downtown core." He said $2,000,000 in agency grants helped spur roughly $80,000,000 in private investment and described the updated plan as an "implementation-driven roadmap" focused on four priorities: unlocking infill, amplifying Water Street’s momentum, transforming Boulder Highway into a gateway corridor, and improving walkability and the public realm.
The presentation summarized a multi-step outreach process that included a developer charrette in June 2024, stakeholder interviews, a public forum with invitations to more than 4,000 residents, businesses and property owners, and an online questionnaire distributed to downtown and Boulder Highway Corridor households and businesses. Malloy said the update aligns the downtown strategy with citywide plans including the Henderson Strong economic development framework, the East Henderson Investment Strategy and Southern Nevada regional reports.
Board members voiced support for the update. After discussion, a motion to adopt the document was made and the board voted unanimously to approve it; the roll-call announcement credited the motion to Member Seabach.
The update sets priorities the agency says will guide downtown redevelopment through the RDA sunset date in 2040 and aims to use public tools to catalyze additional private investment and reinvestment. The agency did not provide a detailed line-item implementation budget in the presentation; staff described the document as an implementation roadmap and asked the board to adopt the plan to guide future work.
