Northfield ranks PMA first for EMS building Owners Project Manager; negotiation committee named

The Northfield Select Board on June 16 unanimously ranked PMA Consultants as its top Owners Project Manager (OPM) finalist for the proposed Emergency Medical Services building and placed Construction Monitoring Services second. The board directed Town Administrator Andrea Llamas to notify PMA and request a fee proposal.
PMA representatives presented materials describing local experience, the project history dating to 2023, and a week‑by‑week schedule they said could produce initial estimates in time for fall Town Meeting. PMA told the board it could front‑load land survey work and research grant opportunities to support the project. CMS representatives described recent Western Massachusetts projects and emphasized public communication plans, including mailers, a project website and regular public meetings.
After deliberation, the board voted to assign contract negotiation responsibilities to a committee comprising Fire Chief Dunnell, EMS Chief Matt Wolkenbreit, Chair Barbara “Bee” Jacque, Select Board member Dan Campbell and Llamas. Llamas will provide draft OPM agreement materials and sample fee responses to assist negotiations.
The presentations and questions focused on schedule, cost control and community outreach. PMA said it would limit change orders that affect scope and budget except where supply chain constraints make changes unavoidable; CMS said town representatives should manage community questions based on their experience. Board members repeatedly emphasized the importance of clear public communication and timely cost estimates ahead of Town Meeting.
The board’s ranking is a procedural step to select an OPM; no final contract was signed at the meeting. The negotiation committee will return to the board with a proposed contract and fee structure once talks with PMA are complete.
