Road agent reports culvert washout, voicemail and ARPA reporting gaps; Selectmen enter nonpublic session and adopt minutes

Road Agent Neal Huntoon briefed the Board of Selectmen at the April 28 meeting on several highway and facilities matters, including an inaccessible Highway Department voicemail system, a rock that has slid too close to Stony Brook Road requiring drilling, and a culvert washout on Bog Road at the Enfield/Springfield line that Enfield planned to repair on April 29.
Huntoon said he cannot access 37 messages on the Highway Department voicemail or the department laptop while administrative staff are on vacation. He asked Mike Hansen to help with a rock removal that will require drilling and described grading priorities for dirt roads including Eastman Access Road and Philbrick Hill. He said he would coordinate driveway permit procedures with Zoning Coordinator Tim Bray and asked that Planning Board staff place the item on the May 15 agenda.
Huntoon said the grader is running well and that he will watch for availability of a plow attachment to purchase. The Highway Department will install a keyless entry pad for its building and provide the code to Police Chief Zullo and Fire Chief MacMillan.
Jennifer Roberts said an email from the New Hampshire Municipal Association showed Springfield had not filed required ARPA reporting for 2024; she is working with administrative staff to complete the filing. Amy Lewis said she will contact the New Hampshire Department of Environmental Services about a possible grant to replace the McDaniels Marsh culvert and requested an updated quote from Mike Hansen.
Steve Dzubak reported that contractor Chris completed ramp work at the museum and meeting house but uncovered rot and a likely plumbing leak that must be fixed before additional repairs. He said Eversource service conductors are applying tension to the side of the meeting house building and a leaning pole will need remediation before the structure can be fully repaired.
At 5:50 p.m. the Board voted by roll call to enter nonpublic session under RSA 91‑A:3(II)(c) (Steve Aye; Amy Aye; Jen Aye); the nonpublic session began at 5:51 and the Board returned to public session at 6:05 p.m. After returning, the Board moved to adopt the April 14, 2025 minutes; Steve Dzubak made the motion, Jennifer Roberts seconded and both voted Aye (Amy absent).
