Selectmen receive zoning report; Rowley short‑term rental application denied without prejudice

Tim Bray, Springfield’s Zoning Coordinator, presented the Selectmen with the zoning and health report on April 28 and outlined multiple pending permit matters, shoreland permitting needs and seven short‑term rental (STR) applications at various stages.
Bray said one notable case, the Rowley STR application for 2380 Main Street, had deficiencies including missing drinking-water safety testing, life‑safety inspection, parking and lighting plans, a decision on pet policy, and septic documentation. Rowley did not appear at scheduled hearings; based on materials before the Planning Board and the elapsed decision deadline, the Planning Board denied the application without prejudice and the Chair will issue a denial letter per RSA 676:4.
Bray also described other pending STR and site‑plan matters: a tent STR that received a special exception in October 2024 but still requires site plan review, a previously agreed consent decree for an STR with outstanding fire and safety items, and an application to be placed on the May or June ZBA agenda. Bray advised one applicant (Hawkins) that putting a structure on wheels to avoid permitting would still require ZBA review and an NHDES Shoreland permit.
The Selectmen moved to accept the zoning and health reports as presented (Jennifer Roberts so moved; Amy Lewis seconded) and the motion passed unanimously.
