Selectmen discuss Class VI road building standards after Phelps Road buyer plans construction

A buyer planning to build three houses on two lots on Phelps Road was told by town staff at the April 14 meeting that the roadway must be improved to a standard that can carry fully loaded cement trucks and a crane before construction proceeds, though it need not be brought to full Class V standard.
Tim Bray explained that because Phelps Road is Class VI, the town cannot expend public funds to improve it; the purchaser offered to do the necessary upgrades. Bray said he has authority as an agent of the Selectboard to approve building on Class VI roads or to refer applications to the board if he believes issues warrant board input. The board discussed the historical use of waivers permitting building on Class VI roads and whether the policy should be revisited.
No policy change was adopted at the meeting; the board noted the purchaser was advised to work closely with the Planning Board and that any decision to alter the town’s approach to Class VI road development would require further discussion and possible ordinance amendments.
