Separately, councilors agreed to reserve a cab chassis for a replacement refuse truck to avoid higher costs and manufacturing delays tied to new federal emissions rules. Staff recommended reserving the chassis now and adding the compactor later; the council approved the reservation and the plan to finance the purchase from refuse-utility replacement funds.
